There are 3 Emergency/Parking brake cables
There is 1 from pedal to 1/2 down vehicle. Then a bracket with spring converts from 1 to 2 cables. Then 2 cables goes to each rear brake drum/disc.
Which cable was cut?

I'll check it out again today. I think it was cut right by the pedal, but it may have been cut in the rear too. I'm not entirely sure why someone would cut it opposed to just disconnecting it.
