Dash Problem??

Dash Problem??
I want to buy a F350 Kingcab Dually. Im not sure of the year. I went to look at the truck but when I push in the clutch the dash, and the steering column want to come forward and down. The firewall isnt compromised. Anyone have any ideas what could be causing this problem? Id like to buy this vehicle but not if its an expensive repair.
