Gauges not working?

The fuel gauge in my 78 f250 custom does not want to work and the speedometer only works after driving a few miles. there was mice in the truck after sitting over time. could this just be a wiring problem?

also all of the lights and other electronics work (ie. turn signals, break lights, dash lights, etc.)

Fuel gauge is on empty or full? Or something else?

stuck on empty even though the tank has about 10gal in a 19gal tank

Disconnect the bullet connector near the tank that leads to the sending unit pigtail. Short the female terminal inside the TRUCK-side connector to the bolt where the pigtail grounds with a jumper wire. Turn the key to accessory, and the gauge should peg FULL. Report your results.
