Strange charging problem

Helloo everyone, I have a 65 f250 with 352. It charges at 11.9 to 12 volts at idle and when I turn blower motor on the charging rate is erratic at 15.5 to 16 volts. I have never heard of anything like that before, could it be a bad ground? The firewall is pretty rusty and the ground cable looks to have seen better days.

Check the ground at the regulator. It grounds through the regulator housing. If you have to, but a ring connector under one of the bolts and run a ground wire to somewhere else if the mounting spot for the regulator is too rusty. You should also have a ground from the engine block to the firewall. If it cranks over ok, your large battery ground is probably good.
