Nope. 92-94 CC's didn't have all 4 windows with power. Not till the 94.5 right around when the powerstroke came out I believe.
If you have them, the previous owner either modded the rear windows of the truck for them, or it was a possible factory option that I've never heard of.

Although I've seen aftermarket work done where the regulator handle was replaced by a motor.
