I can make you one for around $30. Check out my flame kit project web page and you can make one yourself.
I have one built but haven't found the right nut to weld to the tailpipe for holding the plugs. I was hoping to have it installed this weekend, but plans have changed.
The only issue I haven't resolved is how to get enough fuel into the exhaust to ignite it. I'm thinking full choke might do it, but I haven't tested it yet.

I've been told that's also a good way to blow out valves and mufflers. For that method, you don't even need a spark plug.
Some of the more advanced "kits" available actually ground out a plug or two on the engine to allow unburnt gas into the exhaust. These kits also have a WOT (wide open throttle) sensor/switch wired in to prevent it from igniting at idle. It's basically a normally open momentary switch that gets activated by the throttle linkage. It's a good safety device to have on there.
