Why do I get an electrical shock when I touch my 2005 Escape? It's not like I drag my feet on a carpet prior to touching it. I had same issue on an other vehicle.

Static electricity, I've had that all my life! Worse in dry winter time.
Use your car key as the electrode. Hold it by the plastic handle AND the metal part, and bring it close or touch it to the car before you touch it with your digits. Any built up juice will dissipate through the key tip rather than your fingertip.
One other thing to do, if you have fabric seats, is to spray them with fabric softener, diluted as you see fit. You can also spray the carpet with fabric softener the same way. It will then become a slight conductor, and dissipate any static built up.
If you have vinyl or leather seating surfaces, you might try one of the Meguiar (sp?) care products as it might reduce static or increase dissipation of the charge. Not sure on that, but fabric softener does work.

It's really not an issue of the cost of the tires, that was in jest.
What causes it is the ratio of carbon black vs silica in the rubber compound. Many modern low rolling resistance tires have increased the silica (non-conductive) component while decreasing the amount of carbon black (conductive). This turns the tires into insulators instead of conductors, so the accumulated static charges don't bleed off to ground as readily.
