'40 Ford VIN?

Trying to file for a lost title on a '40 so that it can be sold. The DMV is asking for a VIN number. Where would I find one, if any on this truck?

Also, any ideas for getting it retitled? The Ca DMV (where it came from) and Oregon DMV can't agree on what I need to do to make it legal.

On drivers side of frame on top just behind front cross member. Depending on how rusted the frame is it can be tough to see, but it is there.
