Change your oil. == Seriously. Dirty oil gets past the rings, combusts and throws your count way up.
Fuel injecor cleaner. Run through a full tank of gas. Refill then get test. Don't get the test with the cleaner in the gas, for the same reason as the oil change: you don't want the crap coming out into the combustion chamber during the test.
Make sure the cat is hot when you go for the test.
Next time they emissions test it turn the A/C on- on when u drive it there and on when they test it. Make sure it's good and hot before you take it to be tested. The hotter the better. The a/c should help put alittle more load on it and run hotter.
Make sure it's not full of carbon, a good way to blow out carbon is on highway on ramps.

hmm, getting the temperature up in the truck might be a problem....
As long as I've owned the truck it's never reached past the "N" in \ \Normal / .
I've replaced the thermostat a few times, but no luck. Even the local dealership couldn't get the temp up (they said they did, but they didn't). I know the gauge isn't broken because last year when towing the camper sitting in traffic it was running pretty hot. Just won't do it under narmal driving conditions.
In the winter the heat is bad in the truck, I always thought that was due to the smaller replacement heater core I put in it.
High HC and Nox indicate that you engine is running rich. Since both are high, then your fuel system is just putting too much fuel in the cylinders.
Check fuel pressure to make sure it is within spec. If too high then you need to replace the regulator.
You may need a new O2 sensor. The computer uses this to see how much oxygen is in the exhaust. If this is bad then the engine management computer can not keep the Air Fuel ratio where it need to be.
If your NOX is low and your HC are high then you could suspect that the Cats are not working up to specs.
Since I'm trying to clean up the engine compartment at the same time as fixing the emissions, I went to remove the vacuum reservoir (that extra long black coffee can on the passenger's side wheel well) and paint it. Well wouldn't you know it had rusted out on the bottom side.
After a quick run to the local Ford dealer and 33 bucks later....
The truck idles much better and I can breath with the rear window down.
The only thing is though after putting the fuel injector cleaner in, the engine has a slight knock and ping to it when I get on the gas....
anyone know if this is common for atleast the first full tank of gas with the cleaner in it.
I do this with my truck after each oil change. You should see the knock and ping disipare with a fillup after you run out the cleaner. Also low grade fule wiil cause a simlear problem.
What temp thermostat are you running? I would try a 190-195 degree. When to motor runs 'cold' the computer will enrich the mixture because it'sees' the motor as cold. By running rich this is the same as when the choke is on for a carb motor.
