I have a 98 4x4 Expedition with 4X4 issues. The shift motor will switch positions, but the front end will not engage. The front axle actuator will engage the front end if I bypass the vacuum shift solenoids and manually activate them.
If I have read correctly, the power to the solenoids if hot all the time and the GEM drops the negative ground to control the shift. I think that is right. Anyway, Both solenoids have power all the time no matter where I switch the 4-wheel drive selector. I am trying to determine my next course of action. I want to fix it but not just throw parts at it till it works.
The problem seems to be either the solenoids are bad or they are not receiving the proper electrical signal to tell them what to do. The AWD light has always flashed as long as I have had which has been a very long time. I Just would like the four wheel high and low to work. Any ideas would be greatly appreciated.

How are you "manually" activating them? Are you using jumper wires to activate the solenoid, or are you applying vacuum to the Front Axle Actuator with a vacuum pump?

Just to be clear, the Transfer Case Shift Solenoids are hot all the time.
(And it sounds like they are working fine as you indicated that the Transfer Case Shift Motor changes positions.)
BUT the Front Axle Connect/Disconnect Vacuum Solenoids are hot only with the key in the "RUN" position.

The Front Actuator Vacuum Solenoids will have power (as long as the key is in the "RUN" position) no mater where the selector is positioned. Changing the selector only lets the GEM know what drive mode (4X4 or 4X2) you want to be in and the GEM controls the GROUND side of the vacuum solenoids to engage/disengage the front axle.
Maybe you have a vacuum supply issue to the solenoids or the actuator?
I bypassed the vacuum. I finally pulled the solenoids and the bottoms were swollen. Evidently the 7 degree temps and frozen precip we had several weeks ago took its toll on both of them. The four wheel drive did work then. I've ordered a pair, so please stay tuned, I'll keep you posted.
