Still say fuel pump, sometimes they start working again when you smack the bottom of the tank. This will get you home but I wouldn't trust it.

Finally had the time to pull the bed and swap the pump, still a crank no start old fuel pump tested alright as well.

what happens if you jump 12 volts to the hot side of the pump?
also, not sure on the 99 but the 2000 has a fuel pump relay under the dash, to the left of the radio. there are actually 2 relays there. i forget what the other one is for, but one is fuel pump relay.

what happens if you jump 12 volts to the hot side of the pump?
also, not sure on the 99 but the 2000 has a fuel pump relay under the dash, to the left of the radio. there are actually 2 relays there. i forget what the other one is for, but one is fuel pump relay.
Thankfully everything is getting power back there oddly enough.
Some developments,
I was able to determine that fuel was making its way up too the engine and then being sent back the return hose (All of it) No pressure was getting to the rail. I then pinched the return hose during the prime/start, and BOOM! Fired right up.
I believe I have had a major failure of the fuel pressure regulator. I will be replacing it today in hopes that fixes my issue.

Why don't you simply half-split the system and see if the pump power is delivered at (and through) the inertia switch during the 1-2 second pump priming interval at initial key-on? That will immediately telly you which section of the system to focus on.
There is two anti-theft PAT system on a 99 I have a 99 expedition and mine is screwed up badly,
