97 E-Super Duty brakes

Father-in Law bought a 1997 e-super duty class c motor home 40,000 miles. He is 80 something. He is whining about the brakes. I drove it and the pedal is where it should be and the brakes come on just fine. If you really need to stop it requires quite a little bit of pedal pressure. It is a V10 with a hydro boost brake system and 4 wheel disk brakes. It operates pretty much just like my 89 f-super duty with the hydro boost system when I am loaded. The motor home weights 11,760 lbs empty. I don't know if you can lock the brakes with this system or not. Any ideas about this. I don't want to just throw parts at it.
