I haven't messed with this on my truck, but I don't believe they are held in with nuts and bolts, my experience is there will be either a collar or ring that spins to lock it in place.
Well yall are rigtht--just the screws. The sender and top plate are all one thing. Just take the screws out and that's it. Got out all but about two gallons of fuel--my drill pump burnt up so I had to siphon to get more out--should be good to go now--least it's easy to get too right now.
