I have the 7.3 non turbo, first is my gas tanks. Both read full when full. But I'm empty on quarter. What's wrong? My second is the glow plugs. All but one is working. I bypassed my controller because as soon as I turned the key the light would come on for a second and go out. I would have to turn on/off 3 or 4 times before it would start and it's still hard to start. What's wrong? Anks
First off, For your fuel tanks there is a rubber line in the tank that will break off and not allow you to use all of the fuel in your tank. You can fix this by pulling the tanks and replacing the line with an new piece of fuel hose with a V cut in the end of it to keep it from sucking to the bottom of the tank.
For your glow plug fix, you will need to test and replace your bad glowplugs. You can test them by removing the wires and checking them with a test light, use only Motorcraft/Beru ZD-9s as the other brands are inferior.

Those are common problems you have. More than one glow plug is burnt out causing the controller to short cycle. The Cone of Failure on the end of your fuel tank pickup tubes has failed so that last 1/4 tank is out of the reach of the pickup. Both issues are covered in the FAQ.
