Loosing oil

I have a 1999 ford ranger with the 3.0 V6 I noticed my oil level was low I also crawled under truck to look at something and noticed that the starter and the under the truck had oil all under it would this be from a bad valve cover gasket?

Just a thought, your oil filter is right above the starter. Always check the simplest / cheapest things first.
