abs issue

So my brother in law's 2003 expedition is having some abs issues. whenever you hit the brakes the traction light comes on and the abs system activates. Can anyone point me in the right direction on how to diagnose the problem and fix? has anyone had similar issues?

It's all guess work until the ABS system is scanned for trouble codes.

So in this truck does the abs system have to be scanned at the dealer or can it be done at like advanced auto with a handheld scanner?

I know Autozone sells an ABS scanner that plugs into the OBD-II port, but I don't if they actually do ABS scans.
