F250 4x4 problem

Got an '06 Powerstroke F250 4x4 with manual locking hubs and floor shifter transfer case. My problem is that when I lock the hubs and put in in either 4H or 4L, the front axle doesn't engage. And I know the hubs work because I can't free hand turn them when engaged and they spin freely when disengaged. Any ideas?

Does the front drive shaft turn when you put into 4wd? Light come the dash?

Drive shaft locks like its supposed to when put in 4x4. I tried turning it when engaged and it's locked. Unlocks and spins freely when taken out of gear. And the light does turn on.

In my head if your transfer case is kicking in and both your hubs are locked in and working you should have 4wd unless there is something going on in your front differential.

That's what im thinking. This isn't my first 4x4 truck, but I just wanted to see if someone knew of any problems with the front end before and how much it would cost to fix it. I hope its something simple
