If by stock you mean a Ford supplied bumper, then no, it's not stock.
On the dentsides, the rear bumper was optional, these trucks didn't come with a rear bumper unless it was ordered. Same for a spare tire.
Ford did have a factory installed step bumper available which was expensive but most trucks were ordered by the dealers without a rear bumper. They would then install ones that they bought from an outside supplier, often these had the selling dealers name engraved in them.

Genuine Ford Styleside Step Bumper, available chrome or painted.

Its bumper brackets are notorious "weak sisters." A slight tap causes it to sag like an old nag.

I know its got to go. The pipes running through it looks retarded to me I'm a see what I can find in the bone yard tomorrow while I'm getting the dana 21

No not stock, here is what one looks like in better shape than the other one in the 2nd pic. 75 bucks on the Craigslist, I had to get it.

Re-route your exhaust and put back up lights in the holes. That's what i'd do.
