If it was a 351 Windsor yes, but the only 351C EFI available is the aftermarket type which would require an ECM that you could program for the 351C.
The swap from a 302 to 351w is fairly straight forward, best to get a 351w out of another truck so it has the EFI intake.
I don't think that anyone makes a fuel injection of any kind for the cleveland. You would have to piece one together using many different parts. But i could be wrong.
