I believe on the A's it wil be on the frame rail inside the engine compartment - near the steering gearbox? among other locations. Sorry, I don't have one, just repeating what I've heard.
If you don't get any better info here, try fordbarn.com - they have a forum just for model A's
I talked to a guy tonight and he exclaimed that the VIN is on the metal (didn't say frame but I assume that's what he ment) near the steering column. He also stated that, "You got to pretty dern much take the entire thing apart to get to it." On the '41s the VIN is just in front of the cowl on the driver's side right next to the steering gear on top of the frame, which may be the same place for the '28.
I said in the email that the book said that the VIN was on the engine just above the water inlet, but you may be careful about that since the engine may have been swapped out. Tell us if you find it, good luck!
I am working on a frame up restoration of a 1928 Model A Pickup. You will find a "serial number" as they technically did not use VIN back then on the top of the frame, around a foot back from the Steering Gear mount. I your truck is not torn down from the frame, you will not be able to find it as it is under the cab framework. You will also need to use the Engine number if you are trying to get an exact date for the build. I am second owner so I have knowledge that the engine is the original so the serial number on the engine will have accurate information. There is a site on the internet that show the dates and location each assy was build and when. Hope this helps anyone that needs this type of information. I know you should be way past needing this infor but I put it out there as I knew nothing of the birthdate of this truck. Just an FYI there is a photo of this pickup being used to haul supplies to the site of our new Highschool back in the late '50s. Good luck on anyone working on a Pickup from this era. they were an extremely valuable tool then.
