Easy to change... disconnect battery, wait 10 minutes. I never do this but you're supposed to so that the airbag backup power supply goes dead.
Pry both round plastic covers off, one on each side of steering wheel, and remove the (8mm?) bolts under them. Pull the airbag out, disconnect it, set it face up somewhere.
Disconnect any other wires you see in there, then remove the bolt from the center of the wheel. You're supposed to use a puller to remove the wheel, but I just lock the steering column and muscle the damn thing off. Ain't used a puller on a Ford steering wheel yet.
Now, take a look in the column. That round black housing with the yellow cable coming out of it is your clockspring. Take it out, put a new one in, and put everything back together.

Connecting the key chime wire was the hardest part. Have to remove the lock cylinder to do it.

Glad to know it worked. My '94 has the same problem and the clockspring is on my to-do list for it. I did one on my old Dodge and found a decent deal on the clockspring on Rock Auto. Think I paid $30-40 for it. Definitely stay away from Ford OEM.
