Yes that is the sign of weather cracked chrome tape/with a clear coat over it. It is the trim piece that locks the windshield in place. Well goes in the gap in the seal anyway.
Usually it looks like that after a windshield has been replaced, if you do not remove it properly, the bottom piece looks to be in great shape.
You could remove it all together and replace it with new??? Or I guess you could scrape the stuff and paint it. Might look like dodo, depends on how well that stuff scraps off.
It might have a adhesive like stuff on the back....get to scraping and then use some adhesive remover, or maybe hit it with some hot air first (hair dryer) to see it if get softer and is less sticky?
