I'm willing to bet that there are certain minimum temperature requirements for both parameters for the CEL to be set. Did he say how long and under what conditions he performed the test?

He said truck sat over night(10F) he let it warm up 10 min. drove 6.5miles in town to get to highway, then wot for about 20minutes he said it jumped between 20 and 22 deg deltas

I really think he needs longer driving time. Do you know what his ECT and EOT's were? Obviously the PCM doesn't think he has a problem or his temps aren't hot enough to be of any concern or it would set a wrench light with that strategy.
