Check to make sure you have enough ATF in your power steering pump reservoir (yes, it takes ATF tranny fluid). If it is low or going bad, when you depress the brakes it will cause a buzzing/whirring sound, even if just sitting at a light. Also check your brake fluid reservoir level.

Truck was sputtering. It has stopped. Maybe from changing the fuel filter. Brakes are buzzing and now it sounds like my Power steering is acting up, brakes are only buzzing as I'm about to stop and that's when the PS issue arises as well.

Did you replace the #30 fuse or switch it with another fuse?
When the weather is good, disconnect the heater inside the bowl & reattach the wires outside the bowl. that gives a neater appearance.
