You should have the circuit board under the hood, next to the master cylinder.
Are you testing current draw specifically? If testing continuity or voltage, you wouldn't expect the light to go off.
Check to see if the mirror lights go off on the visors.
Do you have an after market alarm system added besides PATS?
New radio recently installed?
Power seat switches work properly?
If checking current draw, what kind of amperage draw do you see?
