Anyone know the torque for the hose clamps on the turbo to hose is?

I'm not trying to sound like a smart *** when I say this, but as tight as you can get them without stripping the threads and damn the torque.
Clean the inside of the hose and outside of the turbo with brake cleaner and let it dry. Hair spray them if you feel it necessary. Make sure the internal groove on the hose fits the external lip on the turbo and tighten the clamp TIGHT. I use a 1/4" ratchet to keep from "over torqueing" but I compress the spring all the way and then some. Double nut if you feel necessary.
I believe its something really low like 12 ft.lbs. I cleaned mine up really good and torque to spec and they only the bottom boot would not hold. After twice of popping a boot, I tighten them as suggested and ordered me a set of Riffraff boots. My factory boots were still usable so I threw the in the tool box for spare.

On return trip I kept blowing the top one at the turbo, took to Ford dealer installed two new clamps and new boot, they torqued to 9 in. Lbs. went ten miles pulling 5th wheel and blew again. I tighten it has tight as I could hasn't blown again.

9 inch lbs???? That wouldn't keep my shoe laces tight--LOL.
You need to check your boost if you keep blowing the hose, especially with new clamps and boot. It can indicate something out of whack like a sticky turbo.
As mentioned, get it clean and then tight, a little oil goes a long way. Keep an eye on your boost if you keep chucking the hose, there is a reason behind blowing a hose off.
