See, Fuel Injection Technical Library » Sensors (scroll down to those two sensors).

It'll answer your question as to why he suggested those two might be suspect.

One telling the computer its -35 the other telling it humid wet dense air while in reality its 30 deg and air is dry.

Would result in way to much fuel for actual conditions.

You can test them and if you want to I dig up some directions do so, that said they are both cheap sensors and easy to change. Then take into consideration they could be original to the truck?

If any doubts about age? best be would be to just replace the two of them, even if doesn't fix the this issue 100%? in the end would result in improved econ either way.
Econ based on information provided by fresh set of sensors about operating conditions, rather than that same info but provided by set of sensors age unknown, or could be some 20 years old this point.

Ok guys I replaced the ect sensor and the act sensor and cleaned the idle air control valve and checked the fuel pressure and bleed off and now it is working just fine starts right up I just wanted to let everyone know and thank all you guys for all your help
