2003 F550 6.0l Boost Problem

When we encountered turbo problems, the engine ran smooth, just had no power. This feels like a fuel management issue (?) (rough idle/little to no throttle response). Would the vane response cause this?

My guess is that your frequent turbo issues are from the truck sitting quite a bit. Even with the "redesigned" turbos you can still get rust/scale that "just happens". Truck gets hot and as it cools off moisture condenses in the turbo and the vanes stick. This may not be your only problem (stiction, FICM, etc.) but hopefully it answers your original question.
The rough idle no throttle response cold is usually due to injector stiction and/or FICM issues, not turbo vanes. Have you cleaned the EGR valve lately?
