Someone probably bent it down rather than loosen it make adjustment, didn't bother bend it backup, either that or got snagged on something at some point.
I would jack the front up and give each side a good shake. Those ball joints look original, and good chance they're due for replacement. I just noticed my driver side balljoint on my 300, has slop and its original. Luckily, I had the passenger replaced in 04 and its solid.
Ah, OK, I'm not the most mechanical person and I saw the tab hanging down. As for the ball joints, would that possibly cause the wobble at the aforementioned speeds?
