How to Delete?

If the EPA made it illegal to sell tuners that allow the deletion of emissions equipment, how can i delete? I dont really care about the power, i just wanna get rid of the stuff that is killing my motor. Plus all the sensors that can go out and leave me stranded. Anyway, am i missing something, how can i do it if i cant get a tuner? Please school me.

Tuner is the only way.
