I think that's just the dust shield. Like many have posted, both of mine are out like that. There is another grease seal next to the bearing inside there and this one keeps the dust, dirt, and water out. If there is no movement, the bearing/hub is ok. It's a considerable amount of work to replace the $6 seal and it will be out again sooner than you would expect.
Jack the truck up and place on jack stands at the axle tube. With the wheel still on, check for play by grabbing the wheel at the top and bottom and push/pull and generally jerk it around and see if there is any clunking.
If there is no play then you may only need to replace the knuckle seal.
Edit: After looking at this a little more, there is a small bearing in there that the axle rides on that could be bad. This little bearing is incorporated in the hub/bearing assembly. The hub/bearing assembly may need to be replaced.
Here is the dust seal from my previous F250, but I believe my current truck's seals have popped out as well. Yours almost looks like the new style seal. Is it metal or plastic?

It looks to me that the shaft is not centered which would say the bearing Is bad.

The shaft is not centered and has lots of play. In the pic you can see where it has dropped and the u joint has rubbed.
I was hoping I could get away with some simple bearings, looks like I'm headed to a hub assy and dust seals. We'll see what my next check says I want to go w/ new ball joints. As it stands I spent $1k this month in parts, fluids ect.
Cool I'll price it out when I get home.
I have a friend I haven't talked to in while who's a former Ford diesel mech. Quit in '09 I think, I'll see if he still has the tool.
