Typically if it's a wear and tear item that the owner replaced (brake pads, a sensor, etc) I won't pay up for it just because it's new. If it's functional and well done, that's a bit of a selling point (case in point; PO put on a SPT catback, SPT short throw, and had the windows professionally tinted (with warranty) on my WRX). If it's something stupid or poorly done that I will have to re-do at my own expense, be prepared to get slapped with a real world take it or leave it offer.
Also, having proof of service (receipts, work orders, etc) is a good thing to have since it shows that routine service has been performed, or that major repairs are traceable. Don't overlook cleaning it inside and out either. I've seen 300k mile cars in near perfect condition interior wise (paint was faded) that ran and drove excellent, and I've also seen 20k mile cars that are totally destroyed (ripped seats, stains, suspension falling apart, etc). Condition vs mileage is something more than a few people consider.
