Humming noise

I had the truck in the garage 2 weeks ago for an oil change. I told the mec to give it another shot trying to find the noise. While he was in the pit popping the drain plug he noticed something on my passenger front tire. The inside tread, about 1 inch wide, was darker than the rest of the tire. He lifted the truck up in the air and spun the tire by hand. He could only get the tire to make a 3/4 rotation without stopping. He had to rotate it the rest of the way through and could then spin it another 3/4 spin. After locking the hub in and out he realized that the hub wasn't unlocking fully and the shaft was spinning. He checked the other side and it was spinning freely with the hub unlocked. Here I had a bad hub. The mechanic thinks the noise is def tire related since the sticky hub messed the tread up on the that one tire. I haven't replace the tires yet to see if that is true or if my gas mileage came back.
