Chokes, whether electric or other, work the same way. The difference is just the heat source.
A bi-metallic spring is wound in a coil and is in the round housing on the end of the choke shaft. One end of the spring is hooked to the cap of the housing, and the other end to the choke shaft. If heat is applied to the spring it starts to uncoil, and since one end is held by the cap the other end applies force to the choke shaft to open it.
Factory chokes almost always were the "hot air" kind, meaning that a vacuum pulled hot air off of either the exhaust manifold or the intake manifold at the heat riser. Some had an electric heating coil in the cap and that assisted the heat from the manifold, although very few of those were connected from the factory. And, by now most of the tubing is rusted out on the hot air style, so they don't work well.
I would have thought that yours would have had a hot air choke, but maybe not. Look for a small tube with a woven heat jacket over it and see if it is connected on both ends and is solid in the middle. And, on the electric choke see if it has either ~7v or 14v to it when the engine is running. Most original carbs were run off the stator terminal on the alternator, which gave them ~7v, but some got battery voltage - but both only got juice when the engine was running.
As for why yours is stuck open, the most likely is that the linkage is gunked up. When you give the engine just a bit of throttle (engine off) can you gently close the choke? If not, it is probably carboned up and stuck. Just one of the things you'll fix in the rebuild.
yes when I hit the gas I can push the choke closed and then when I hit the pedal again its opens back up.. i just finished the rebuild of the carb but i haven't tested it yet waiting for day time to install and test but i didn't really go in to the choke as im not sure how to work on it.. i opened it and looked but it didn't make since to me as to how it work so i just put the cap back on it and lined up the marks that way the cap dosent move and closed it back up....
ill have to look at my truck and look for that hose your talking about. you said that it connects from the carb to the exaust manfold?
would you have any pics or anywhere that has good pics to look at ? i can figure it out if i know what its kinda soupost to look like lol

But, you have the choke adjusted incorrectly. When it is cold, including room temp, the choke should close to within something like 1/8" fully closed. The spec on how far it closes should be in the literature that came with the kit. And you adjust that with the cap. Loosen the 3 screws that hold it and turn it, clockwise I think although I'm not sure, and the choke should close. It is actually possible to have missed the little link that sticks out from the linkage when you put it back together and the hook of the spring may not be catching the link. Try turning the cap a whole turn to see if the choke then closes.
alright ill try and turn the housing around one full time and see if it closes and then opens once the truck warms. thank you for the help i have never really worked on carbs because it wasn't in the teaching circulam for school so im having to learn as i go
when I took it off the first time when I rebuilt the rest the hook came undone but I didn't see how far it was coiled so I just put it back to how it feels and its working how it was before so im think I got it back in how it was lol. so I was looking for how to adjust them so I can do it correctly I didn't want to go to tight on it and mess something up
yeah as it sits right now with it being so cold out it is still open so im am trying to get that fixed so it starts better so its key ready lol thank you for all your help

I figured out what the problem was. for some reason the po decided to wire it to a 12v sorce even though the 7 volt was right there where the conection was... dosent make since why he would do that but I wouldn't have thought to look there with out every ones help
