Lifted or Not?

This will easily be the stupid question y'all have ever heard. Feel free to snicker but I could really use some knowledge here.

I just bought a 2004 F250 4x4 online for work and towing stuff. When the truck arrived, I realized it was a lot taller than I thought it would be. It is sporting 315/75R16 Toyo Open Country tires and drives like crap. I wouldn't think those tires would fit on the stock height truck but when I look at the suspension, it all looks pretty stock. Complicating the question is the truck was originally a govt truck and they may have special ordered modifications from Ford. I am hoping that I can just switch the tires out to something more conservative, like a 285 on/off and the truck will be fine.

My stupid question is how can I tell if the truck is lifted? The distance from the top of the 315's to the fender is 8" which leads me to believe it is lifted but the pictures I see online of lifted 250's look a lot higher.

most lift kits will use either blocks or add a leafs in the rear. Measure the rear block height and count the leaves and post the numbers here. Pictures of the suspension would also help. The truck could also have a body lift in which case there would be spacers at all the locations where the body mounts to the frame. There will be no problems switching to a 285 except the tires will look small.
