Poor man's strobe kit

Hey everyone,

I did a few searches through this forum and couldn't find any previous topics, so here goes:

I bought some mini 12v flashers from Walmart (they're on clearance for $7 each), they're made for automotive use, indoor/outdoor as well. Wiring is not a problem, I'm just going to do a typical aux. setup typical with aftermarket lights, since the flashers are tiny they shouldn't draw much, so I'm going to go with 10 amp fuses.

My main concern is the headlight fixture, I'm not sure how the "pro's" do a real strobe setup, I was thinking about using my Dremel to cut a small square hole near the rear of the headlight reflector and insert the strobe lens in there about halfway and secure it with small screws then fabricate whatever tabs/mini-brackets I may need, and seal it up with silicone to avoid
moisture buildup inside the headlamp.

Is it legal to cut or tamper with the headlight casing? Is it very difficult to seal my idea with silicone? Any ideas, input, etc?

The strobe bulbs are very tiny and fragile, so extending the wires from the circuit board and running the bulbs in is out of the question.

Btw I know it's not legal to use strobes/flashers on the street.
