I think mine is failing. The wipers will occasionally stop working, sometimes mid wipe, and other times just won't turn on. When this happens, the squirter will also not work.
I thought it was located behind passenger kick panel, but all I see is a stack of connectors.
But, while fooling around down there, I got the wipers to work again, but who knows for how long. Winter is just around the corner, and if I can't see, it's going to get interesting pretty fast on my commute.

The EVTM for a 2000 E-Series shows it's connector to be located on the right hand side of the steering column at about the same level as the warning buzzer module. If you're playing along at home that'd be shown in Cell 151-12 F-4!
Typically I've accessed the warning buzzer through the radio opening or by removing the left lower dash trim panel, going at it from down low.
If its anything like the buzzer module its not easy to get at, tends to be held by a clip that doesn't want to let go.
