Radiator Peacock's value

Last weekend I was trying to test the coolant. I went under the truck and truck and turned the value 90 degrees and nothing came out. Then I tried to turn it more and it was a no go.

The question is am I being to gentle with the value? Sorry for asking but I hate it when I break off parts.

It will turn further. It is a little stiff.

BTW, its Petcock valve, not peacock value.

Isn't it 1/4 turn (90degrees) then push in and turn more to open, or is it pull out and turn more to open. A safety feature.
