99 explorer brake problem

The brake pedal is hard to push at higher rpms when going from throttle to brake. It works fine at lower rpms. Also if you hold it at higher rpms it stays hard like vacuum booster quits working. Please help.

Maybe the check valve in series with the booster is faulty and allowing the booster vacuum to bleed off under high load/rpm.
