I have a 2000 F350 dually with a 7.3. When I'm going down the highway or going up a hill I notice that the truck is surging some, nothing terrible, maybe +/- 100 RPMs according to my Edge Juice display. It does it fairly constantly in roughly 1 or 2 second intervals. Like 2 seconds high, 2 seconds low, 2 seconds high and on and on. Really only notice it when the truck is under load/lugging some.
Two different options that I have been given so far are a cam positioning sensor or possibly a fuel pump issue. It does it on any setting of the Edge unit including stock.
Can you monitor ICP and IPR duty cycle while this is occurring? Possible even Pedal position sensor values as well...will it do it with the cruise control on?
Does your ICP sensor have any oil in the connector? Tin nut on the IPR?
What are the ICP and IPR? If I remember right I believe it does it on cruise some too. I wondered about the pedal sensor but I kinda ruled that out since it doesn't do it all the time.
ICP is the injection control pressure sensor. It is located on the drivers side head near the valve cover toward the front. Check to see if oil is leaking into the connector on it. That will indicate the sensor is on it's way out and needs to be replaced.
The IPR is the Injection Pressure Regulator located on the back of the High Pressure Oil Pump under the fuel filter. The is a tin nut that holds the coil on it. It that nut comes loose, you can have all kinds of strange issues.
