don't have time to figure out the posting of pics. it fits around the ignition switch about 3/4 depth' then it flanges off the main circle up to a 90 degree angle
Its probably the bracket that holds the key switch to the dash to prevent the key switch from spinning around when you turn the key. It should screw to the bottom of the dash.
Here it how it goes....1st pic is a side view and the 2nd pic is a top pic. pardon the nasty dash, the bottom of the tab will rest on the bottom of the dash.
Hope this helps.
As far as stuck starter, have you replaced the starter solenoid on the R/H inner fenderwell just aft of the battery?
I'm wearing my "ND" cape this Halloween for trick-or-treat, it comes complete with a full Master Parts Catalog, gonna be a real bitch to carry around and collect candy at the same time.
A bunch of kids stole all the "grumpy old man" pills from all the costume boxes, they grind em up into powder and smoke em to try and get "high"...
But they only end up driving an 80's Chevy 4-door sedan, going to dinner @3pm, watching FOX news, yelling at kids to "stay off my lawn", then crashing in bed by 8pm

You can slip the 1973/79 truck catalog on a C/D into your pocket, then waltz around and get all the candy you want.
Lot easier to post pics from C/D version, than it is from the original loose leaf paper and microfiche catalogs.
And, while you're waiting for All Hallows Eve to arrive, you can waltz thru your C/D, see how many references you can find that say:
before/from serial number Y20,001 or before/from serial number Y40,001.
