Try unplugging the ICP sensor and see if it will start. What year is your truck and do you have gauges that read live data? Also have you drained your HFCM, there is a plug in the bottom of the housing where the primary fuel filter goes on the frame rail just under the drivers door, it takes a 6MM hex bit to remove it, that will drain the water and hopefully get rid of the water in fuel light.
2006 6.0 f350 i drained it and it still says water in fuel. also already tried unplugging no such luck unless theres a trick to it other than just unplugging it.

Okay, reading through all your posts leads me to believe you've been fooling around with this issue for quite some time now, unsuccessful up to this date at getting your truck to run.
At this point, you either need to get your hands on a IDS (or equivalent scan tool) to read the following data:
FICM_M (volts)
FICM_SYNC (No or Yes)
FUEL_PW (ms)
ICP (volts)
ICP (psi)
IPR (%)
RPM
SYNC (No or Yes)
And post the above readings you get, at key-on/engine-off and what the readings change to while you crank the engine over as you attempt to fire the engine up.
Does it "try" to start? What I mean by that is if the engine fires, but does not "catch", or does it just seem like the engine's starter is only turning the engine over as if the key is OFF? Whatever your answers are to all the above questions will determine the next step.
By the way, I have had some trucks in the past, that displayed false WATER IN FUEL messages coming up, consistent with wiggling of the two main FICM harnesses. I see you have replaced your FICM in one of your posts. Are you sure ALL the FICM connectors are plugged in properly? Better yet, do you have a tool that is capable of running what's called Key-On/Engine-Off Injector Buzz test?

What led you to replace the vgt solenoid and icp sensor? You had a crank/no start right? Did I miss something?
got it to crank finally codes are now different getting p0405 and p0403. working on getting live reads
Those come back to the EGR valve. Have you tried removing the EGR valve and cleaning it? You need a scangauge II or something like everyone has already mentioned or you will be replacing parts until you finally find the right one. Until eventually you find that it was an easy fix by following the advice of m-chan who could diagnose it by reading your response to all of his questions.
