When you add a lift and/or larger tires to a vehicle, it tends to make everything wobbly. The stabilizer "absorbs" that wobbliness and smooths it out, thats my understanding.
I looking at the rough country kit and it says it doesn't fit vehicles with slave cylinder power steering. I've heard mention of that but I don't know what it is or if I have it.

You shouldn't have to worry about that. The note is for older trucks, where the power steering assist was a ram attached to the axle. Your power assist is built into the steering box.
