Best cleanup for vent?
I've replaced the slotted cowl with one from a Bricknose and I've removed the slider vents from the kick panels and dredged out as much composted leaf material as I can. I can stir around what's left so it dries and then vacuum out the rest. Is it a good idea to hose the vents out with water to thoroughly clean them?

It should not hurt anything. Water is going to enter in there on a regular basis through your vent holes at the wiper area. There should be drains down at the lowest point on each side at the bottom where all the dirt was. Make sure the water flows out these holes.
