Remove small sheet metal type screws?
That said, is there anything you can get a hold of or did the screw break off flush? If there's part of the shank left, you can try getting on it with a pair of vice grips. What I will say about this method is that you want to get the vice grips TIGHT on the shank the first time. As tight as you can get them, so you get a good bite on it, otherwise you'll just round it off and it won't be any good anyway.
If it's broken off flush, you might try getting a left hand drill bit that's the same size as the shank. The nice thing about left handed drill bits is that many times they act like an easy out and usually grab the screw and unscrew it before you finish drilling it out.
That's the best I've got for you. Being that it's in your seat, you won't be able to apply any kind of heat.
If you have any way of posting pictures of it, I can advise you more specifically on what to do.

Finally found a grey one in good shape, and I want it bolted up right!
