In my opinion hell no, but I'm not really sure the differences in cabs above the 250 rating. It looks like the front is 66 but the cab looks like a 64 since it has the step and the steering column and he says the battery is in the passenger floor. I thought that only 4x4 65-66 had the older style cabs.

6 lug wheels on a 7.25" bolt circle: 1953/66 F350 & P350 (P Series Parcel Delivery) only.
Cab step, visible when doors are opened: 1961/64 F100/1100 / 1965 F100/250 4WD / 1965/66 F350/1100 / 1966 F250 4WD
No cab step: 1965/66 F100/250 2WD & 1966 F100 4WD
Same steering column: 1961/65 F100/250 4WD / 1961/66 F350/750 / 1966 F250 4WD
45" radius front fenders: C2TZ-16005-D Right & C2TZ-16006-D Left. Here are the applications for 1964/66 F350 and etc.
