Headlight problem

Headlight problem
OK, I have searched for answers and still not figuring what is going on. The only way I can get my 1996 F150 headlights to go off is take the #16 fuse out which is high beam headlight fuse. I have taken the DRL fuse out #26 and headlights still on. What gives, driving me crazy.

Is this truck equipped with DRL? Is it just the headlights stuck on, no running lights?
I'd say perhaps your multifunction switch is bad, since it can override the main light switch and turn on the high beams when pulled back towards you to the "Flash" mode. Just a suggestion without looking at the schematics yet.
