Unhappy 97 350 Bucket Truck / Rusty Frame

Hello. I have a '97 7.3 Power stroke, bucket truck. Previously was used by the state of NH, maybe as a dump body, not sure. There is now versa lift 34' bucket on the truck. The frame Is very rusty, holes in a few spots. The rust seems to be more contained to under the bed (flatbed). The springs, hangers, all rusty. When is it to rusty to run, or to be fixed? How can you tell? With the lift up and out, the fame can/will have much tension on it. The truck runs like brand new, as well as the lift. The transmission was replaced two years ago or so. I would like to reinforce it. Its just the frame. Please advise.

We just replaced a truck because of frame rust. Here is the concern spot, the rust is completely threw the bottom half of the frame.
