If I am failing for high HC at idle but not high idle what are the chances it is my catalytic converter? I tried dumping 3 bottle of heat into about an 1/8 tank of gas but I was still high, although it was 200ppm or better lower. I heard that disconnecting one fuel injector could also help to "trick" the sniffer. Any suggestions? If I do replace the cat it seems like there are two do I need to replace both? I'm really trying to pass because I got a stupid ticket for it the other day and I'm hoping I only have to pay court fees if I get it to pass. I'm in NJ btw. Thanks a lot!
High HC at idle can be caused by vacuum leaks and/or weak ignition. I'd check all the vacuum lines, and the metal "coffee can" vacuum reservoir on the passenger inner fender for leaks.
I went through the ignition system not to long ago trying to diagnose a no start which ended up being the computer. Everything in the ignition system checked out. When you say check out the vacuum "coffee can" I know what you are talking about but what am I looking for exactly. Does it need to be replaced?

Need to check it with a vacuum tester /pump. Generally they rust out and cause vacuum leaks. One one the passenger side fender wheel well and under the coolant/washer fluid reservoir on driver side.
You stated that the PCM was replaced, did the replacement match with door calibration code? And, no, you could remove both Cats and just replace with one, Hi-flow cat if you wanted. I had the 1st cat gutted, it was destroyed inside, and then removed the second one and muffler guy installed the Hi-flow cat in its place.

Slim chance it's the cat. And yes, you should be able to rent a vacuum pump at the parts store.
