Most remans do not need programmed either.
Although most of us use Ed @ FICM Repair.com - Your Source for FICM Repair which come pre-programmed, either using your existing FICM or thru exchange.

So, long story short, instead of wasting money buying the whole thing you can save by buying the half-shell.
However (short story gets longer) the main problem still persists of the power side eventually failing, so many use Ed @ FICMREPAIR to upgrade the FICM.
BPD makes a new half-shell that is hot-rodded.
So, I am guessing you may have purchsed an entire FICM from International (didn't think it was still available) you'll need to have Ford install the FICM and program it.

would it work if I just switched power sides? My Voltages were 48v with key on. Drops to 19 while cranking. Seems like none of the injectors are firing.
now I cannot get any voltage reading from FICM. I am assuming that is what needs replacing. Before this my truck would start in the morning after numerous cranks. It would run rough for about 1 min. spit out black smoke ,then clear up and run . It would start after I drove it just fine. It got progressively worse . Now it will not start at all
